Creo que la definicion del punto 3 es mas adecuada en este contexto.

Unir unos procedimientos a otros para que sean resueltos por una sola sentencia o resolución.

Anadir el incidente de la falta de accion al auto principal.

Estoy de acuerdo con la sugerencia de Fernando .

Thanks, that is helpful But could you nevertheless post each sentence before and after this. It helps us who cannot see your document. When you say it's a letter, do you actually mean that, or is it a court order?

It's a trial in which the accusation is money laundering. The accused were acquitted due to lack of evidence that the money was from an illegal source. That's what the "falta de accion" refers to (lack of grounds). The phrase is the first phrase of a letter saying that the accused are acquitted, and the accuser has to pay court costs, etc.
