"Quest'ultima/the latter" is confusing in my opinion. "The latter" means "the last thing referred to", which is the European Union. Before that, they refer to "soggetti terzi". Ms XY is not "the latter".
This confusion is reflected in your question ("sono in dubbio se mettere the latter o se ripetere the European Union." They're not referring to the European Union.

I don't understand the first sentence of your comment. But I don't believe in garbage in, garbage out. If there's a mistake in the original, you correct it in the translation, with a translator's note if necessary.

These are the EU GDPR, and *quest'ultima* refers indeed to the European Union.
The Italian is terrible though...
