Sofia, since you were asking for the "standard" or common way to translate the above, ethics committee (or council) regulations has about 58,700,000 results on google. That should speak to the fact that it is commonly used.

Council vs. Committee Not sure why everyone's been distracted by the Council vs. Committee debate when I was asking about Regulations vs. Provisions.

I always translate Совет по этике as Ethics Council so no arguments there.

I don't like "regulations ON" either, and it's not used very widely - only by Russian speakers, I think. But then again, I haven't seen "provisions" used that much either.

Provisions on... That's how I usually translate such things. I have seen others use "Regulations on..." which to my American ears sounds a little stuck-up and alien. Naturally, there is nothing standard, here or elsewhere. Cheers, Sofia. Long time no see.

I agree completely. Ethics Committees operate in every large healthcare facility, while the Ethics Council (as far as I understand) is the overarching body that "sits" with the Ministry of Healthcare of the RF.
