Aki figyelmesen olvas, annak egyértelmű, hogy nem ugyanazt írtam, amit Te. :)
Az hogy a végleges elhelyezés és a törkevés benne van, az annak köszönhető, hogy azok helyesek. A permancy planning kifejezést bárki pillanatok alatt megtalálja. Ez a legkisebb nehézség ebben a kérdésben.
A nehézséget az early hozzáadása okozza.

Nem értek egyet azzal, hogy itt szó szerint kellene fordítani.
Mert nem tudnám megmondani (de szerintem más sem), hogy ha valaki azt mondja, hogy "korai végleges elhelyezésre törekvés" akkor ez a kifejezés mit takar?
Mi az hogy korai? Mert van késői is? A korait egyébként lehet másképp is értelmezni (túl korán). Akkor meg félreérthető.

Én ezt magyarul érthetően így mondanám:

törekvés/terv a lehető leghamarabbi végleges elhelyezésre
