We could do with more context, but "open systems architecture" (see ref 1) seems to fit well here.

Discussion
Hope the translation goes well Charles.
"The monitoring solution adopted in the UK combines automated routine reporting with national coverage, with a statistical methodology that is robust to false alerts; for example, the increased uncertainty associated with measurements involving very small numbers of patients. Prerequisite for the implementation of this kind of solution is reliable capture of event data in electronic form and an infrastructure for aggregation of these data nationally. In the UK, this is achieved in secondary care by electronically coding the main reason for each admission through a standard form and the use of a common national IT infrastructure to aggregate the data for analysis." – https://qualitysafety.bmj.com/content/19/Suppl_2/i25
Would "common national" ease your pain?!
Some reference to public administration needs to be included, in my opinion. "Interoperable" is just part of it, and "open systems" is off the mark, IMO. For the time being I'm using "common governmental" and hating it.
