@Bea Nothing makes much sense in this sentence, including the amount which, indeed, is insufficient for a cheapest box of matches. At least 6 month ago it was enough for a street car ride. Looks like the author attempted to use "common folks'" language and failed miserably. Russian is totally unclear. Is there a chance that this money is missing from the amount due to the guy? Than it could become a matter of principle:-). In other words, залупила was wrongly used instead of зажала, обсчитала, недодала (hogged, clipped, stiffed,) A somewhat far fetched root of this mix-up may be stemming from залупиться - get stubborn like a bull or a ram, dig one's hills.
Otherwise, it's never easy to make chicken salad out of chicken poop... (

although i've never come across залупить in this meaning, in the context i believe it's supposed to mean argues over/nags about 2 hryvnas (charges in the sense of accusation) or hogs 2 hryvnas, maybe rather the former due to presence of another word relating to speech - чешет
