Japanese term

設計対応不可能な

Japanese to English Law/Patents Law (general)
The above term appears in the sentence below:

なお,広島高裁は火山ガイドが設計対応不可能な火山事象に何らの限定を付すことがないと解することには疑問がないではないとしたが,...

Given the context, I can't wrap my head around what the 設計対応不可能な part indicates.

Any suggestions sincerely appreciated.

not possible to cope with through design

There is probably a better way to phrase this, but I think this is used to describe things (usually volcanic phenomena/events) that you can't design something (usually a nuclear power plant) to be able to deal with. Pyroclastic flows, etc.

disruptive

My understanding is that it refers to something that cannot fit into the plans made.

Volcanic events are of course not planned for, so any volcanic event occurring would be disruptive of the plans.
