I suspect that 'apparent' simply has its usual meaning of 'surface-mounting' (as distinct from 'encastré' = flush-mounting), and this is probably talking about those little plastic emergency lighting units that you see all over the place in public access buildings. They are often referred to as BAES (Bloc Autonome d'Éclairage de Sécurité) — in both cases, I think the 'autonome' means they are self-powered — i.e. include their own battery (unlike earlier systems that had a whole dedicated back-up power system) The fact that yours are 'flambeaux' possibly suggests they have some more decorative form than usual?
Quite what your SS stands for, however, puzzles me; possibly one of those 'S's is 'sécurité'? I could have imagined 'Sortie de Secours' — except that it would be an 'issue'! Perhaps your wider context will give you some clues: like where these are fitted, or if they are contrasted with any other types?
