Coming back to Minnesota and St. Louis Park nearly forty years after I had left for college and a career, it was obvious to me that Mondale was right—and then some. With seventeen Fortune 500 companies choosing to headquarter there, and with the website Patch of Earth declaring that the Twin Cities had topped a combination of the seven major national ranking lists of “best cities” in which to live and raise a family, something must still be working, especially when you remember this place is a frozen tundra five months of the year.
But the question that tugged at me, and I asked over and over was: What was that “it” that was being sustained? I needed to know because I wanted to bottle “it” and share “it.” Nothing, it seemed to me, would be more useful in this age of accelerations. Having returned home to reconstruct what had worked in the past to make my community an in-clusive place ***that could anchor and propel many of its citizens***, I wanted to understand what was still working today—and that is what this chapter is about.

Возвращаясь к предыдущим вопросам из той же книги, глагол to anchor уже фигурировал. Тогда он обозначал укоренённость, неразрывную связь с общиной. То есть речь никак не о банальном "удерживании" людей. И вообще - связка to anchor and to propel [forward] у Фридмана используется в книге регулярно (собственно, это тема всей книги - как реагировать на пресловутое acceleration). Короче, целесообразно вновь прибегнуть к описательному переводу:
[сделать общину ... местом,] способным обеспечить многих из её членов точкой опоры и импульсом для движения вперёд

Кстати, не соглашусь с тем, что точка опоры - это именно точка, от которой отталкиваются (типа стартового башмака в беге). Даже если с точки зрения механики это так, уже давно налицо семантический дрейф и контаминация самим образом опоры как чего-то поддерживающего. Отсюда употребление типа вот такого: http://www.aif.ru/health/psychologic/tochka_opory_gde_nayti_...
