Does the speaker mean that the past can't be falsified this way?

As for why people should be guided towards the past, 'the past' is a crucial source of diverse references for individuals, families, communities, nations, and so on. Just consider the enormous and complex presence of the past, of History, at all these levels. History is unspeakably precious. Even the likes of Buddha referenced past Buddhas, events of his own life history, schools of thought he had parted ways with, etc.
