Does this have to do with "capacidades o habilidades de obervacion" de la retroinformacion o del presentador?
I guess after feedback and observation are repeated so many times in different context, I am just lost.

Yo aquí lo traduciría por "Evaluación de las habilidades de retroalimentación" y añado un par de comentarios: "evaluación" no significaría la calificación númerica sino la apreciación o valoración de las mismas, y el término feedback lo traduciría con la sugerencia que hace el DRAE.
