| Ana, essa referência foi tirada de um site tailandês pelo que não é de confiança e em inglês existe Notary Public ou Lawyer, não encontro o termo Notary Lawyer em nenhum site inglês. Neste caso, a pessoa em questão tem curso e é notária, mas está a substituir o notário nesta autenticação. |

I'm assuming her not notarizing the document is her decision, not something imposed by her being a notary technician. A notary public may refuse to notarize when he/she feels it's not appropriate to do so.
