Even though this person is registered in the Ordem dos Notários, they are not signing as a Notary Public in this case.
Does anyone know the proper term?

Notary acting as a Commissioner for Oaths

Commissioner for Oaths: US and UK, but doesn't go down well on ProZ SPA/ENG.

Notarial or Notary's Clerk: suggests an unqualifed trainee.

A Central London firm of notaries won't notarise ('notarially attest') a doc. where the gender is specified e.g. 'Lady Commissioner for Oaths'.

Well, here's a Portuguese LinkedIn ref. to a 'Solicitadora' who doubles as one, namely a Solicitor-cum-Notarial Officer/ Noatrial Commissioner for Oaths:

Sim, Tânia, vi que era da Tailândia, e aparecem outros na Índia. É uma figura que não tem necessariamente correspondência nos notários de todos os países. Daí o meu grau de confiança 2 ... :)

Em todos os casos, aparecem muitos anúncios de Técnico de Notariado/Jurista, pelo que deve haver essa relação obrigatoriamente com formação específica em Direito.

Ana, essa referência foi tirada de um site tailandês pelo que não é de confiança e em inglês existe Notary Public ou Lawyer, não encontro o termo Notary Lawyer em nenhum site inglês. Neste caso, a pessoa em questão tem curso e é notária, mas está a substituir o notário nesta autenticação.

I'm assuming her not notarizing the document is her decision, not something imposed by her being a notary technician. A notary public may refuse to notarize when he/she feels it's not appropriate to do so.
