I am very sorry, but I have closed this as an "errant question" due to the poor syntax. Thank you all for your help and thank you very much for your observation @Toni Castano, if you had posted your option I would have chosen it.

@Toni I agree 100% with you, I later realised that initial refers to the "transmisión/distribución" and not to the cable, but it took me a while to do so.

@Eileen It´s comprehensible that you get confused. The Spanish syntax is terrible, a nightmare for non-natives. But if you read the source phrase as it should have been written, i.e. "Transmisión (o distribución) inicial por cable", you will understand at once what this is about. "Inicial" refers to "transmisión/distribución", on no account to "cable".
