This is from an ILO document on informal employment. The term clearly describes informal recruiters, but I am not sure there is a term in English:

A quick search suggests that this may be appropriate - intermediary or contractor might also work, but these are also in your translation so I'd opt for middleman.

I'd also suggest leaving it in inverted commas, with a bracketed explanation, as it seems to be a region specific term in this context.
