Swedish to English Law/Patents Law (general)
I am struggling with the word 'rekvisitet' in a Swedish legal document, the full sentence reads "Av rekvisitet synnerliga skäl följer att det skall röra sig om ömmande och udda situationer för att uppehållstillståndet skall kunna beviljas".

The grammar is straightforward when you get the words. Chris is mostly correct throughout. 'Rekvisiten' is not a 'prerequisite' but a requirement

"The criterion/requirement for 'special/exceptional reasons/grounds' ... leads to the conclusion that granting the residence permit must be based on ..."

Synnerliga skäl is widely used in Swedish law and seems to be translated back and forth often as simply 'special' as well as 'exceptional' ... seemingly by translators, and not lawyers.

Exceptional grounds makes perfect sense, I think the sentence is structured badly which makes it harder to understand (as pointed out by Chris). Thank you.

Not at all, but I think Alex is struggling with the grammar here (literally, from the requirement special grounds it follows that...) rather than the words

prerequisite, exceptional

As discussed, I think part of the difficulty here is grammatical.
"rekvisit" can mean prerequisite and "synnerliga" can mean exceptional.
Putting those together I can think that the translation should be something along the lines of "For exceptional reasons that are not part of the normal prerequisites for obtaining a permit, there must be aggravating and unusual situations that would allow the granting of a residential permit."

But I might be wrong :-)
