When following the scientific method, you must have an independent and dependent variable. A control is just another type of variable. The three types of variables should not be confused as they are completely different.

This is similar to the term you posted the other day. Since you chose to go with الحالة الضابطة, it's only logical to go with ضابط, for the sake of consistency.
But I remember from my school days we used to call the control mouse الفأر الشاهد. Had we called it الفأر الضابط the scene would have been quite different with the boys giving the poor thing military salutes and such.
As I understand the scientists used a baby as both a control and experimental subject, but at two different times.
This is my suggestion:
لاستعمال الطفل الرضيع كضابط/شاهد أيضا
