I'd prefer "persona" as it doesn´t have a negative connotation, he could have been you neighbour, he didn't show anything wrong, he looked just as "normal person"...

I think "persona" would fit any target audience, but if you want to add a "regional" touch, ¿could you please especify the spanish target audience to wich the translation is directed?

agree Linda Grabner : "fulano" & "cualquiera" were also the first things that came to my mind, although not together. I thought "cualquiera" by itself might be more "peyorativo" as Toni Castano mentioned, but together they sound perfect, especially in the context you show.
