I think the stronger 'doivent' is perhaps more applicable here, rather than the weaker 'devraient' — but you as a native speaker can judge that better than I.
I also feel it is important to change 'the decision' into 'toute décision', to reflect a more natural way of expressing things in FR. In EN, it means 'the decision, if one is to be taken, ...'
