low flow water meter
It could be this but I'm not sure if this means that the meter is capable of detecting low flows or limits the flow to low. Both meanings seem to be suggested in my references

Discussion
Take a look at the reference - coming straight form the horse's mouth, i.e. a French manufacturer of water counters.
Also, from what I could find, it's simply called the "calibre" in EN (and not only in Chinglish, I took that in account)
La notion de calibre correspond au diamètre de raccordement du compteur. Le choix du « calibre » pour un compteur à eau dépend donc essentiellement de la canalisation et du débit d’eau qui circule à l’intérieur.
