The document is digitally signed by Gestion Documental Electrónica, and I can see from here on Page 5 of their user guide [https://www.argentina.gob.ar/sites/default/files/manual-gedo...] that:
"Documentos de redacción libre: son aquellos documentos en los que **el usuario redacta todo el contenido a partir de un procesador de textos.**"
which I assume is the opposite of "Documentos con template o formularios controlados: son aquellos documentos **cuyos campos de redacción o ingreso de datos están preestablecidos.**"
I cannot think of a way to word this so that it reads naturally in EN. "Free wording/writing/composition" would be suitable if this referred to academic writing or essay writing techniques, but I think is too literal for this particular context.
