schlampig
I agree to all suggestions made before but would add this adjective. another word i found is "tantenhaft". difficult to say what would be the proper translation in this case since no context is given.

... wie eine Vogelscheuche ... / schäbig
That's the long and according to the Oxford Duden official way of translating this term. All other ways would be adjectives like "unmodisch" "schrecklich" or "grausam" in connection with for instance, "wie siehst Du denn aus!". I think the Volgescheuche is still the shortest and most accurate.
An amlost synonym in English would be "dowdy", wgich translates as "unansehnlich" or "schäbig"

ungepflegt
It depends on the context, in a less formal text you can say "wie eine Vogelscheuche" oder schlampig
a more formal way of saying it would be ungepflegt but it depends on the context and on the person

ohne jeden Schick
You could describe it in many ways:
- ohne jeden Schick
- altmodisch
- verstaubt
Depends on total context.
