I am not re-writing the Author here, because my answer is the standard idiomatic expression in English.
I have emphasized that "provisions" goes beyond funds, but may include various prescriptions, such as a limit on the aggregate amount, the requirement that a certain Officer provide written approval for amounts over a certain number of pesos, etc.etc.

But here unless this is a clear reference to a balance sheet, I think you're right and it just means "fondos disponibles" - you could just say something like "enough funding has been allocated in the budget", or go with Robert's suggestion.
