"Povoluje" anebo "rozhoduje o povoleni"? We are dealing here with a common redundancy in the bureaucratic speak... ;-)
The correct translation in English should include both translating the meaning and reducing the Czech version to plain English without any change of meaning. My proofreading guidelines would not allow me to keep "ruling on approvals of" but instead replace it with simply "approving".
SUKL is tasked with approving clinical trials. However, they like to think of themselves as to be more important if they are ruling on approvals? Hmmm... that would then imply that the approvals are issued by someone else and they are assessing them?

Devil's advocate (1) According to the provision in question, SÚKL “povoluje klinické hodnocení léčivých přípravků, vyjadřuje se k ohlášenému klinickému hodnocení a rozhoduje o ukončení, případně pozastavení klinického hodnocení”. So it depends what the title of your document is. If it’s a rozhodnutí o povolení, the best translation could well be "authorise".
