It is not clear which term are you asking for an opinion on. If it is just "vyjádření" that would be "ruling". In the sentence - " (SUKL) ... is authorised to issue a ruling on..."

: "to rule on" would probably be preferable in English. The other 2 answers, "to issue its official opinion on" + "to provide a statement concerning", are interestingly literal but do not fit the context (pharma regul'n). "Authorize" is OK but not a xlatn.

I agree, in the sentence I would use the verb. Because the term in question was the noun I used that as the answer.

Discussion
The correct translation in English should include both translating the meaning and reducing the Czech version to plain English without any change of meaning. My proofreading guidelines would not allow me to keep "ruling on approvals of" but instead replace it with simply "approving".
SUKL is tasked with approving clinical trials. However, they like to think of themselves as to be more important if they are ruling on approvals? Hmmm... that would then imply that the approvals are issued by someone else and they are assessing them?
... is the administrative body competent under Section ... to authorize notified clinical trials of medicinal products.
