This seems to be an expression used in the Argentine card game truco. It appears, without much context other than the game itself, in a script I am translating

Yes, that is correct, but that person is not the dealer. When the dealer finishes dealing out the cards, he/she must leave the deck of cards on his right, which is why the "mano" will be the person who finds it at his left. The dealer is not mano, I am absolutely sure about this.

the first player always beats the rest

The translation is just one option among many, you could go for something more metaphoric, but I am sure of the meaning: the "mano" (the person who plays a card first in the round, always the person to the right of the dealer- turns to deal rotate anticlockwise) beats the other players if they should play cards of the same value.
