I agree that "requirements" is vague but I think that's intentional. In this case, with added context, it could mean planning requirements but I think it best to leave just the one word. Vague in Spanish, vague in English

Yes, "essential services or goods" might work IF the rest of your text supports that but the bit you've given is very vague so that's why I would match the vagueness English as what is required or needed.

glad to have helped. I think there is either a typo or an error in phrasing so best to keep it vague

Note from asker:
This is the context: La requeria, materiales electricos y obras civiles no estan exentos de ITBIS (25% restante). I thought of requirements too but it sounds so vague. |

: Seems likely, given the vague context of the Spanish.

: "requirements" is "requerimientos" and yes, it's a noun, but "requería" is the past tense of the verb "requerir".

Thanks for stating the obvious. We all know that already. Dbox. Let's focus on probable meaning in context shall we?

Comment: ""Requirements" seems to be the most appropriate rendering given the imprecision in the ST. I want to thank all for their suggestions and comments."

La requería.
In this specific case "la requería, materiales eléctricos" would be translated as "la requería, electrical materials", as "la requería" is the name of the business, establishment, shop...
In some cases, the particle -ría is added to a noun, meaning "place".
other examples of this phenomena would be: "quesería" (where only cheese is sold) "brasería" (a place where you can eat roasted meat)

Discussion
Good day to you all.
I'm wondering whether this word is a typo. I can't find any dictionary support for "requirements".
Also, to help you best we need full context. So, far more than the few words you have given here. But it looks to me that it is a list of requirements from what you've given.
