When it is in the context of social work, as in "the history of social work is based on the ideology of милосердии и благотворительности....."-
would it be best to translate it to mercy and charity, even if the word mercy is rarely used in this context in English anymore (except perhaps by some religious organizations)?
Or would it be better to translate it to something more along the lines of charity and benevolence?
