I know that Sprechstunde is translated as clinic - a doctor golds a clinic (it does not mean the de "Klinik" or even the outpatient facility in this case)

authorised consultation

The doctor has authorisation from the statutory health insurance funds to treat patients. In other words, he is allowed to treat patients with statutory health insurance. But the referral can also be from the general practitioner.

Eine Ermächtigungssprechstunde bedeutet, dass der Arzt eine Ermächtigung von den gesetzl. Krankenkassen hat, Patienten zu behandeln. Auf gut Deutsch: Er darf Kassenpatienten behandeln, auch mit einer Überweisung vom Hausarzt
