My question is: Is this saying that Notary (person C), a resident of Nueva San Salvador, or with residence in Nueva San Salvador, or.... that the notary's legal office is found/located in Nueva San Salvador?

Not "with residence in.." as that would be suggesting it's the notary's personal address. As Toni correctly says, it's the notary's business address that is stated in official documents.
