Pour ce qui est du critère fonctionnel qui tient compte des obligations, l’article 6 du décret susmentionné distingue deux catégories de comptables publics à savoir :
les Comptables en deniers et valeurs ;
les Comptables d’ordre.
Les premiers sont ceux habilités au maniement et à la conservation des fonds publics, des valeurs qui sont des valeurs de portefeuille, bons traites, obligations et actions, tandis que les seconds sont ceux qui centralisent et présentent dans leurs écritures et leurs comptes les opérations financières exécutées par d’autres comptables.
Toutefois les fonctions de comptable d‘ordre ne sont pas incompatibles avec ceux de comptables en denier et valeurs.

the position of chief accounting officer (CAT is not restricted to the private sector. Governments hire CAOs too. Please see in the attachment the list of accounting officers and principal accounting officer (the equivalent of CAO in the UK) hired by the UK Treasury:

: there are some common elements, but these "comptables d’ordre" exist only in the public sector and can hardly be seen as the same as "chief accounting officers" in the private sector.

Discussion
Le principe de la séparation des ordonnateurs et des comptables est au cœur des principes d'organisation de l'exécution des recettes et, surtout, des dépenses.....Le comptable public est en effet chargé du contrôle d'un certain nombre d'actes de l'ordonnateur ; il est responsable personnellement et pécuniairement de la régularité (mais non de l'opportunité) des opérations qu'il contrôle.
Les fonctions d'ordonnateur et celles de comptable sont, de ce fait, incompatibles. Les fonctions d'administrateur de crédits et d'ordonnateur peuvent être cumulées.
Catégories
Les comptables peuvent être :
– comptables deniers et valeurs ;
– comptable d'ordre ;
– comptables-matières.
Une mention spéciale doit être faite des comptables de fait.

If you go through the document you will find
1 -- that none of "ordonnateur", "agent comptable", "comptables secondaires", "agent comptable principal" nor "comptables d’ordre" are used interchangeably - they are distinct types of civil servants / different roles in the execution of the budget;
2 -- that "comptables d’ordre" are ONLY accountants - they have no authority whatsoever to give any "order to pay mr XYZ" to absolutely no one (=> they are not any kind of "ordonnateur") - all they do is accounting.
Right now, I have no idea how this subspecies of accountants working for a public authority would be called in UK, but they are definitely **NOT** any kind of "authorising officers / ordonnateurs".
