"More than that, Holly spotted no security cameras near the hangar in question. She frowned, glancing back towards her phone, and fumbling a bit as she scrolled back to Sharon's picture of the location. She looked up again, back at her phone—nearly dipped off the road—cursed, readjusted, then examined the hangar in the distance again.
A new puff of dust wafted through the window and Holly growled, waving a hand in front of her face and blinking in irritation.
But despite her attention, she spotted nothing in the way of security. Few security guards maneuvered through the place. She spotted one guard house, on the complete opposite side of the hangar near two gates currently sealed. The barbed wire was thick, the fences tall. But no visible patrols as far as she could tell. No security cameras—especially not on the small hangar where the helicopter target was located.
Curious.

Altra possibilità, meno astratta: "Solo uno sparuto numero di guardie si affaccendava nell'area". Vede qualcuno (nella guardiola?), ma nessuna pattuglia.

Stesso dubbio Esatto, mi ha confuso l'uso di questo verbo e la contraddizione successiva. Non si tratta di posti diversi, la protagonista è in auto e sta scandagliando la zona di un aeroporto privato (dentro al filo spinato), coi relativi hangar, piste, ecc.
Ripete più volte il fatto che sia priva di sicurezza (e da lì la sua perplessità), quindi mi suona strano che 'veda' effettivamente un paio di guardie ("no visible patrols"). Forse è meglio tenerlo in termini astratti, come suggerito da Giovanni (?)

Potresti forse leggerlo in termini più astratti come "occuparsi della sorveglianza del luogo".

Ad esempio, "La sorveglianza si limitava a uno sparuto numero di guardie."

Un piccolo dubbio: anche io tradurrei "pattugliavano" come suggerisce Cristina, però poi dice "But no visible patrols as far as she could tell. ": si tratta forse di due luoghi diversi? ossia un'area "pattugliata" dai vigilantes e la zona con il filo spinato?

"pochi guardiani/vigilanti in giro", "una manciata di guardiani si aggirava per il posto"

a dire il vero non capisco bene quel "maneuver through", che in genere indica "destreggiarsi, farsi largo a fatica e con cautela"...
