Las razas autóctonas, que se habían seleccionado sobre todo para dedicarlas al trabajo, tenían una conformación en la que dominaba el desarrollo del tercio anterior de cuello amplio, es decir con predominio de las regiones productoras de carnes de segunda calidad en detrimento del desarrollo del tercio posterior, de mayor calidad.

Thanks, Kristina! Yes, a bit confusing, but reading between the lines, cattle for pulling ploughs, etc., had strong chests and necks, unlike beef cattle.

I even found the phrase "anterior third of the neck" in a book entitled "Beef Cattle Production and Trade." https://books.google.com/books?id=suFZAwAAQBAJ&pg=PA266&dq="...
I don't disagree with the translation that has garnered some support already, but I think it is hasty to reject "literal translations" solely on the basis that they are literal without first doing a modicum of legwork.
