habría que leer el contrato para entrar en contexto...
creo que la correspondencia literal es la mejor traducción en este caso, si acaso, en vez de residente puedes optar por inquilino, pero "occupants" no puede, o eso quiero suponer, ser inquilinos porque tiene un sentido general, que quizá no viene al caso, pero creo que se refiere a a cualquier persona que esté en la vivienda (o habitación si no es una casa).
sólo tienes la tabla? no aparece en frases?

preguntar al cliente de qué se trata, quizá es para menores que no tienen documentación o visitas...
o simplemente que el contrato va a nombre del residente y los ocupantes deben constar aparte
