eccedere in visione

Italian to English Law/Patents Law: Contract(s) Clinical trial agreement
This is part of a clinical trial agreement, this section is on personal data protection/GDPR:

Does "eccedere in visione" means something like the Authorities will be able to do more than simply view the documentation?

Also I'm a bit confused as to where "Monitor e Auditor" fits into this - it doesn't seem to fit into the sentence? Originally I thought maybe that's what "ad esse" referred to but I'm pretty sure that's referring to the "Autorità"

examine

I think that 'eccedere' is a typo, it should be 'accedere'. Considering this, I think that this is only another way of saying that also the Monitor and the Auditor will be allowed to examine the documents regarding the clinical trial and the patients' records.
