وزير اعطى صلاحيات لاحد المدراء بإنهاء مشكلة ما او إكمال مشروع ما حسب ما يراه ((اي حسب ما يرى المدير) مناسباً وهو بهذا قد اطلق يده لفعل اي شيء ممكن لانجاز المهمة
للاخبار عن هذا الامر سنقول
ان الوزير اطلق يد المدير
اي جعله حراً يفعل ما يشاء او حسبما يراه مناسباً
اذاً المدير له مطلق الحرية بقرار من الوزير
لتوصيف هذا الامر سنقول
يد المدير مطلقة في انجاز هذا الامر وذلك بامر من الوزير
