Why is "Autoridad" capital A? Is this a specific "Autoridad?", or just careless capitalization in the Spanish text?

mostly moral, not hierarchical

Creo que mostly se ajusta mejor a "mas que todo", en lugar de specially o mainly.
Depende de donde quieras poner el enfasis, se puede trabajar con el concepto de "command hierachy" o bien, economizar, sin restar al sentido y termninar de construir la estructura paralela que quedo (in)voluntariamente trunca en el original.
