No. The way I read the second paragraph is:

« Un montant égal à douze (12) mois de Loyer total TTC hors assurance sur un couple durée/kilométrage de 12 mois/20 000 km si le Véhicule est immatriculé » – this still applying to cars up to €60k, but it's not very well written and organised –

« ou sans notion d'immatriculation, si le prix catalogue du Véhicule non remisé incluant les options et Accessoires, est supérieur à 60 000 €. » – this applying to all cases of cars above €60k, registered or not.

So why would it say "non immatriculé" if the mean "whether or not the car is already registered"?

About "unregistered", you are the only one talking about that, so what do you mean it's not a translation of French words?

I could be wrong – this is organised in a confusing way.

The logic seems fairly straightforward, even if the syntax is not:

If the vehicle is not registered and its list price is under 60k, then you pay 6 months' worth of rental fees.
If the vehicle is registered, or if it is not registered but its list price is over 60k, then you pay 12 months' worth of rental fees.
