Acuerdo de procedencia

Spanish to English Law/Patents Certificates, Diplomas, Licenses, CVs Acta de divorcio
Buen día. Estoy traduciendo un acta de divorcio administrativo mexicano. Encontré la frase "acuerdo de procedencia" que, de acuerdo al diccionario se trata del auto inicial que dicta un tribunal respecto de la promoción de una demanda, sin embargo no encuentro como traducirlo al inglés.

¿Podrán ayudarme con esto?

Yes you can, and I did.The courts themselves can't, of course, but the benefit of this approach is it doesn't alienate the less well educated.

order entertaining the petition [granted] on the merits

I wonder if there is a mix-up here. It is a divorcio administrativo, so an admin. application -> solicitud administrativa, rather than a court petition ->solicitud judicial (Scots law: action for divorce).

AFAIK, evidence is admissible. Court motions (USA + E&W) are (dis-)allowable aka (un-)entertainable and can or cannot be granted.

Procedencia: vailidity, merits, conformance to law, West -> *admisibilidad* is whether a claim can be *entertained* at all vs. procedencia, so whether it has *merit(s)* and can be granted.
Example sentence:

Mex. Por la vía administrativa el divorcio se promueve ante el Juez u Oficial del Registro Civil del domicilio de los cónyuges. Procede el divorcio cuando se satisfacen los siguientes requisitos: ..

neutral AllegroTrans : Isn't this about simple admissibility, i.e. a test to ensure that the petition is in correct form regardless of its final merits? My experience of working in the English County Courts was that this was largely a function of the court's admin. staff.
