What is the actual meaning of "loss of drive" in this case:

Governments now recognize loss of drive and other Driveline failure modes as safety defects.

I'm no expert, but I assume it means the engine is in gear and the wheels aren't turning.

the term "loss of drive" refers to the inability of a vehicle to move forward or backward due to a problem with the driveline.

failure of motive power

It refers to the failure of the engine to be able to move the vehicle — for whatever reason.

There are many points along the 'driveline' where a mechanical (or other) failure may cause loss of the motive power that drives the vehicle along.

Whenever the differential is slipping, there should be some energy absorbed by the differential, therefore a fractional ***loss of drive power***.

When a car is coasting you are always losing the power output of the engine at closed throttle, but not losing any power to the differential unless it is slipping.
