The preposition of 'a' works syntactically somehow (no clue in Collins Sansoni) with riconoscere (acknowledge, Garzanti, so acquiesce in), but my idea is extrapolated from a very similar construction in Spanish (reconocer a).
Query: what the subject of retrocederà is > la parte cessionaria (assignees in the plural if a company) or the procedura. Either way, the latter or former will 'split' the amount of the (factoring) orders in progress.
