The punch of the title is the play and contrast between presidential and vice president, so I think that should be incorporated into the translation. Personally, I think going with something closer to the original works well for that. Using "vice-president" is also an option, of course.

I think "journal" goes along the lines of "bitácora" in this context.
Keep in mind that you cannot capitalize "vice president" when you use it as a common noun, but you can when you use it as a proper noun, or right before the name of the person who is a vice president when you want to be specific about their title.
