It's unclear to me what "instrumental" means here. I know it can refer to documents/filings but wonder if "procedural" might be a better fit. Thanks in advance for any insight.

Agree They do seem to like binomials, so rather than end it in "professional", they simply tack on "instrumental" for good measure, even though it's largely meaningless. Like hiccups and diarrhoea.

independence (to act) as an agent

I can't see what a lawyer's procedural independence is supposed to mean, unless to litigate.

Rather than waffle, this phrase as well as the whole paragraph have a precise legal Mexican meaning, namely as a nominee or 'free agent' in the context or, if a corporation, as a 'vehicle' (holding co.).
Example sentence:

To be a free agent, then, is just to have a capacity for practical reason, and for action on the basis of that reason.
