raft of deregulation

Without further context, and I know this is a bit of a stretch, I think it is possible that the "balsa" could be a back translation from English (raft, in the sense of a screed or slew of deregulations required for the works in question).
Then again, it could just be a synonym of "embalse", although the 'deregulation' part would seem odd to me in that case. If so, then it might correspond to the "regulating pool/basin" in the Linguee link below.
