A film character is referred to as having a dresing table a la"Senorita Pepis" and I can only assume that this is a Barbie-like character familiar to Iberian Spanish culture, but as yet, I've had no luck in finding out exactly what it means.

Se refiera a algo "exagerado, recargado, lleno de cosas innecesarias, superfluo rozando en lo ridículo". Así era todo lo de la Señorita Pepis.

The spanish constitution of 1812
"la señorita Pepa" : because it were promulgated March 19, 1812 which is the "Saint joeseph" day, i.e. "Pepe" as a diminutive for Joseph in spanish,

Mapi
: me temo que no tiene nada que ver con esto; ah, y a la constitucion del 12 la llamaban simplemente La Pepa

Not that don't agree with Lorena's reply, but I just think that those hits from Google aren't enough, and this needs some explanation.
I wish I could tell you for sure where this originates from, I assume it could be a very old toy's brand that made dolls and the sort for girls, but it is something I have heard all my life, and nowadays when not talking of a real toy it applies to anything that is a bit of a joke, or can't be taken seriously.

The dressing table thingy would be translated as \"el tocador de la Señorita Pepis\" which was one of the most representative things associated with the name.

Peter Haden
: It was a doll that you could make up - there still seem to be old kits on sale on internet. Certainly a real forerunner of Barbie and all her ilk.

Explicación.
"El maletín de la señorita Pepis" was a "toy" for girls consisting of make-up, eye shadows, lipsticks, ..., so that girls could make-up themselves as if they were grown ups.
It can also be used to imply that the character's dressing table has a lot of make-up products. Depending on the context the meaning can be this simple, or imply what Marin pointed out

"A chintzy/cheesy/twee little Barbie doll dressing table" or something like that could do the trick ...
