When the original text talks of users, what's wrong in using it in translation? It is broad enough to comprise all possibilities including stakeholders. It is necessary to decide whether one wants to translate or interpret.

Stakeholders is clearly a reasonable option. The term is far more appropriate than users in this context.

Thanks, everybody...you've been a big help, I've just never heard the term user used in this context before...we sometimes say stakeholders as an all-inclusive term for the people receiving our agricultural research reports or proceedings from our meetings; i.e., the growers, the agents who make recommendations, the agricultural chemical companies, other researchers, etc...I believe that is this what is meant here, isn't it?
