I always look around in the source text to see if there are any words that fit.
I don't think you need "administrative" in the translation. In the US military, a "staff officer" is an officer who works in an HQ and takes care of administrative actions.

Not sure I agree. АЩД modifies канцелария in all examples I found. АЩД seems to describe the activities of the концлария, but it is not itself an organization. Could call the activities "administration," though.
