3.8.11 Discounting Yield Curves
IFRS 17 mandates the use of discounting to reflect the time value of money. In paragraph 36 of the standard, the requirements are set out, i.e. the characteristics of the cash flows need to be reflected and the liquidity characteristics particularly. They also need to be consistent with observable market prices when those are for instruments consistent in characteristics, e.g. in timing, currency, and liquidity, but exclude effects of characteristics of the observed market instruments that differ from the characteristics of the measured cash flows. In particular, discount curves need to be free of credit risk.
GIG Parent has a discounting policy that describes the methodology of deriving the Discount Rates for the IFRS 17 measurement. It covers the determination of the discount rate, compares the top-down to the bottom-up approach, and proposes how the discount rate may be derived for cash flows of insurance contracts.
GIG’s policy follows the “Bottom-up” approach in deriving the yield curves that start from a liquid risk-free yield curve and then adjusted to match the liquidity characteristics of the liabilities.
