As an aside, be careful when entering too many terms in the terms field - they get cut off by proZ; just write "see below" enter them in the explanation field. So, here are my translations:
I'm not sure what the difference is between "early voting" and "voting early", but as for the meaning of at least one of them I suggest "Briefwahl" which refers to voting by mail (which is how one can vote early in Germany), if you're looking for a German equivalent, otherwise use Frühwahl (not Vorwahl as that means area code in English :->). Election day and election official would be Wahltag and Wahlbeauftragte(r).

Comment: "Hi Dierk: Briefwahl habe ich auch gefunden. Allerdings funktioniert es bei "in-person early voting" nicht mehr (kommt im Text etwas später vor). "Frühwahl" klingt am einfachsten. Ich habe den Begriff aber noch nie gehört.
