Rather than critiquing search engines, it would be more productive to provide specific supporting links (or citations) to Indonesian sources. In particular to the "Indonesian legal resources" spoken of.
What difference are you proposing between "penetapan" and "putusan"? I notice that you defined "penetapan" = "determination", while the source text relates to a declaration. I would be happy to be enlightened, if details can be provided.
