The process manager should structure the process in such a way that sufficient substantive insight is present, for instance, by involving engineers and scientists alongside the stakeholders. These experts can support the other stakeholders to find out what is technically possible and what is not, what the effects of different alternatives are and which views are tenable and which are not.
The role of the technical and scientific experts and “lay experts” should be clear and their potential contributions to the process should be acknowledged.
L'unica cosa che sono riuscita a trovare in rete per "lay experts" è "operatori tradizionali", ma sarei più sicura se qualche collega potesse confermarmi questa soluzione o eventualmente proporre un'alternativa, qualora avesse già incontrato questa espressione.

Ma non potrebbe essere un modo per dire "non esperti" o "esperti dell'ultima ora?
Basandomi sulla definizione di "lay" come "Not of or from a profession" e su un paio di definizioni in Inglese di "lay experts" (vd. siti in calce) direi che potrebbe... starci!

Basandomi sulla definizione di "lay" come "Not of or from a profession" e su un paio di definizioni in Inglese di "lay experts" (vd. siti in calce) direi che potrebbe... starci!
