7. Determine the need for a barrier. Driven-in plugs will always require adequate physical barriers to protect the worker. However if the plugs are back welded for example, the probability may be very low for ejecting a plug. Involve all appropriate subject matter experts, such as the production engineer and materials engineer to adequately assess the hazard. Cautions for staying out of the line of fire will always apply. If barriers are needed in order to protect personnel and equipment;
a. Include a means of isolating the opposite side of the tubes, with an adequate physical barrier, to divert the hazard away from personnel.
b. Ensure a minimum of ¾ inch thick plywood, 5 mm thick polycarbonate sheet, or equivalent.
c. If work cannot be done behind a ***full diameter barrier***; isolate half of the exchanger. For example, install a pie shaped barrier or deflector shield.
d. Assess using existing wall as a barrier. For example, an existing concrete floor may suffice for a vertically mounted exchanger with tube sheet on the bottom.
